Regulated and non-regulated emitters contribute to Greenhouse Gas emissions.  The Saskatchewan government is developing a pragmatic plan that:

• looks at real measurements of these emissions by qualified persons
• considers an offset program as an alternative to the carbon tax
• uses rewards for good emitter behaviours to invest in a local program that can, in turn, offer new innovative approaches to mitigate climate change
• recognizes the need for a resilient approach to these changes in order to continue to thrive in new conditions.
