Description of Change: The following was added as a reminder to reduce holdback at final completion:
Partial Release of Holdback: Upon Final Completion, the holdback retained by the Ministry may be reduced to 5% of the value of the work performed or $250,000, whichever is less, except for any other holdback permitted by the contract. The remaining holdback will be retained until final payment is made.
