Fred Antunes, P.Eng. was appointed Deputy Minister of Saskatchewan Highways and Infrastructure on June 12, 2017.  Prior to this appointment, Fred was Senior Vice-President, General Infrastructure at SNC-Lavalin Inc. where he had operational responsibility for a portfolio of design-build and private-public partnership road and bridge construction projects, such as the Highway 407 ETR Phase 1 in Ontario and the New Bridge for the St. Lawrence in Montreal. 
In 2007, Fred left the Government of Saskatchewan to start the Regina office for MDH Engineered Solutions, which later became a member of the SNC-Lavalin Group.
Between 1988 and 2004, Fred held a variety of positions with the Ministry of Highways and Infrastructure and was a member of the senior management team at the Information Technology Office until 2007.
Jason Block is the Director of Strategic Partnering & Market Development for Western Canada. Throughout his 11 years with Kiewit, he has served in various capacities such as running construction
operations, commercial management and overseeing project engineering on P3 projects. His main market focus includes infrastructure, transportation, marine, and terminal opportunities, but he also actively engages in other markets such as oil/gas/chemical, power and mining. He is recognized for his expertise in client relations, project stakeholder engagement, market intelligence and analytics. He also oversees project opportunity selection and strategic partnering decisions.
Jason holds a Bachelor of Arts degree in International Relations & Economics from the University of British Columbia. He is a former Grain Movement Logistics Manager with Cargill Limited and has more than two decades of industry experience. 
Allan Russell, P.Eng is the Chief Executive Officer and President of McElhanney Consulting Services Ltd. Prior to his appointment as CEO in 2013, Mr. Russell was Vice President of Vancouver Region Engineering Group at McElhanney, and a Senior Vice President of Trow Associates Inc (now exp Services Inc). Mr. Russell is a past Chairman of ACEC-BC, and a past member of the ACEC national board. Mr. Russell has thirty years of leadership experience in major high profile civil infrastructure projects. Some of the recent major projects in Western Canada include; the Regina Ring Road,  the SW Calgary Ring Road, the Warmen and Martensville DB project, the South Fraser Perimeter Road, Canada Line, Golden Ears Bridge, Sea to Sky Highway Improvement, the WR Bennett Bridge, and the George Massey Tunnel Replacement Project pursuit.
Wilma Schreuders is the Vice President & General Manager with the Design Professional Group, a
Division of XL Insurance.  Wilma joined the Design Professional Division’s predecessor DPIC in 1995 bringing with her 10 years of insurance experience, of which 7 years was with a competitor specializing in Professional Liability Insurance for Architects, Engineers and Environmental Consultants. 
Wilma overseas all aspects of the Canadian operation which includes setting premiums, policy conditions and management results.  She is a member of the Chartered Insurance Professionals and Professional Liability Underwriting Society.
Tim Stanley, P.Eng. is a senior executive with a broad based career over a 38 year period in Consulting Engineering, Project Management and Construction Administration as well as Corporate Management within a large Canadian employee owned firm. Tim has been responsible for delivery of project development advisory services as well as program and project management for major horizontal and vertical infrastructure assignments with construction values of between $50 million to over $2 billion with assignment fees of up to $150 million.
Tim is a recognized Professional in the area of strategic development of large-scale infrastructure projects ranging from Government Buildings, Airports, Exhibition Facilities, Bridges and Highways, Power Generation Facilities and Transit Facilities. This includes predesign feasibility assessment, strategic project delivery model definition, preliminary and detailed design, construction and commissioning. Design Build and P3 project deliver models have been a foundation of many of the assignments undertaken.
In 2015 Tim established Stratice Consulting Inc. to provide Project Advisory, Project/Program
Management and Corporate Development Services. Tim has a proven ability to collaboratively engage all stakeholders to plan and successfully execute strategic business plans and project development initiatives.
