
On March 18, 2026, the Province released its 2026–27 Budget, Protecting Saskatchewan, which projects an $819 million deficit and includes one of the largest capital investment programs in the province’s history. We’ve highlighted the key infrastructure investments that will have a direct impact on our industry.
$4.3 Billion Capital Plan
The province is investing $4.3 billion in infrastructure this year, including $1.8B in core government projects and $2.5B through Crown corporations.
Transportation & Highways
- $417.2M for transportation infrastructure, improving over 850 km of highways
- $401M in highway capital projects, including corridor upgrades, bridge replacements, and safety improvements
- Continued progress toward the 10-year, 10,000 km Growth Plan
Health Infrastructure
- $635.7M in health capital projects
- Major projects include Prince Albert Victoria Hospital redevelopment and Regina long-term care facilities
- Continued expansion of urgent care centres and complex care facilities across the province
Education & Post-Secondary
- $123.8M for K–12 school infrastructure, including new builds and renovations
- $56.8M in post-secondary capital, supporting campus renewal, program expansion, and facility upgrades
- Broader $847.1M investment in post-secondary education and training capacity
Municipal & Community Infrastructure
- $239M in municipal infrastructure funding through federal-provincial programs
- Record $712.2M in direct municipal support, including revenue sharing
- Continued investment in rural roads, housing, and community infrastructure
Water, Irrigation & Government Infrastructure
- $61.9M for water infrastructure, including Lake Diefenbaker Irrigation Project planning
- Additional investments in housing, public safety equipment, and parks infrastructure
Utilities & Crown Investments
- $2.5B in Crown corporation capital spending
- $1.7B SaskPower
- $433M SaskTel
- $308.8M SaskEnergy
Resource & Innovation Investment
- Continued investment in mineral exploration, energy programs, and geoscience data
- Innovation funding, including $5.2M annually through the Innovation & Science Fund
What Does This Mean for the Consulting Engineering Industry?
The sustained investment in capital projects continues to create meaningful opportunities for consulting engineers across planning, design, and infrastructure delivery. While spending is expected to remain measured in the near term given an increasingly unstable global economic environment, the Province’s focus on “Protecting Saskatchewan” reinforces a commitment to maintaining critical infrastructure, supporting communities, and enabling long-term economic resilience.
