Priority Saskatchewan's Procurement Action Plan - ACEC-SK's Perspective

Priority Saskatchewan was created in June, 2014, to ensure Saskatchewan businesses are treated fairly when bidding on government and Crown contracts. It undertook extensive consultation in the fall of 2014, and on March 27, 2015, Priority Saskatchewan released its Procurement Action Plan.

The high level tenets of the proposal align well with the needs of the consulting engineering industry.  The tone and priorities indicate, for the most part, that Priority Saskatchewan heard the needs of those supplying services to government and the Crowns, particularly around the piece recommending the Application of Best Value as the basis of government procurement.

ACEC-SK commends Priority Saskatchewan for pulling together so many stakeholders and reaching consensus on these items. However, while these 13 Priorities are initially positive, the details surrounding these Priorities have yet to be unveiled.  ACEC-SK will offer a formal response when more details become available.

Through its work on the Harmonized Procurement Task Group through the Saskatchewan Construction Panel, ACEC-SK will have direct input into the Common Procurement Templates piece of the Action Plan.

ACEC-SK will also continue to represent its members through the implementation phase, being mindful that while it is important to “get it done”, it is more important to take the time to “get it done right”.
